The Committee of Fraternities and Sororities (CFS) is a committee designed to bring together people who are involved with and Sororities at Millersville, so that they may assist in the annual assessment of chapters, providing guidance with certain decision making within Greek Life, and to create a unified body of people who can help shape the future for Greek Life at Millersville.
What that means, is we have a committee that is comprised of within the campus and Greek communities.
The representatives who will serve on the CFS are listed below under the "Membership" heading.
The GCAT process will take place each semester in February. I would encourage your chapter to begin saving and documenting the programming and activities that your chapter does. It will be much easier to complete the reports if you have this information on hand.
The CFS will meet as necessary or requested throughout the year, and will meet during the GCAT process with each chapter to discuss their GCAT reports. The CFS will make recommendations for each chapter's GCAT report and their final ranking, and submit those suggestions to the Coordinator for Greek Life.

Duties and Jurisdiction
The responsibility for recognition of general fraternal organizations and overseeing their delivery of a positive membership experience has been delegated to the Committee of Fraternities and Sororities (CFS), for all items that are outside the realm of the Student Programs Office Club and Organization Recognition Process. Its duties include:
- Making recommendations to the Greek Life Office** in the Office of Student Programs, for changes to the statement.
- Advising the university regarding direction, reinforcement, and recognition benefits for Greek organizations.
- Recommending alterations to the recognition status of each chapter based upon its performance.
**The Greek Life Office is defined as the office of the Coordinator for Student Programs in charge of Greek Life. Any reference to the Greek Life Office is intended to represent the person in this position, heretofore referred to as the “Greek Life Coordinator” for ease of communication within the Statement, and the additional support of the supervisor of this position, who is the Assistant Vice President for Student Affairs.
The CFS makes recommendations regarding the recognition status of a general fraternal organization based upon that organization’s success in providing a positive membership experience. Complaints brought against a general fraternal organization or its members in reference to a violation of the university rules and regulations proceed to the appropriate university judicial committee. If, however, a violation indicates the organization’s failure to provide a positive membership experience, the CFS will review the violation.
Membership
The Committee on Fraternities and Sororities is composed of:
- Five undergraduate representatives, two (one male and one female), shall be appointed by a majority vote from All Greek Council; and, one each shall be appointed by a majority vote of the Panhellenic Council, Interfraternity Council, and National Pan-Hellenic Council of Millersville University. The presidents of these organizations are not eligible for committee membership. Should any of these organizations be unable to provide the said representative, the committee shall determine a suitable replacement to represent that faction of the Greek community.
- The Coordinator of Greek Life, as the committee chairperson.
- Two alumnus/a or university employee representatives, currently serving as a chapter advisors, as appointed by the committee chairperson. One shall currently advise a recognized fraternity on campus, and one shall currently advise a recognized sorority on campus.
- The co-president’s of All Greek Council, and the president’s of Panhellenic Council, Interfraternity Council, and National Pan-Hellenic Council of Millersville University as ex-officio members. Should any of these organizations be unable to provide the said representative, the committee shall determine a suitable replacement to represent that faction of the Greek community.
Appointment to the committee is on a calendar-year cycle. Ex-officio members of the committee serve by benefit and timing of their election.
Responsibility
- The chairperson administers the Statement and presides at all CFS meetings.
The chairperson notifies organizations of the need to participate in a review, moderates all reviews and determines the need for legal counsel through the Student Programs Office and the Office of the Vice-President for Student Affairs, rules on any motions that may arise during the course of a review, and notifies the organization of decisions made on their standing. In situations in which the chair is unable to preside over a meeting or review, the chair shall appoint an alternate from the regular committee membership. The individual presiding as chairperson will not be a voting member except during the tie of any vote.
Upon the decision of organization standing based on the submitted review by the organization, all organizations shall have the opportunity to appeal the decision through the committee. In these cases the chairperson must be notified within one (1) week of the intention to appeal. With this notification, the chairperson will select a time and location in which the committee will meet, along with two representatives of the organization, to discuss the decision and review the organization’s standing. All decisions of the committee will be final.
- Regular members of the committee attend all meetings and reviews, as well as all called appeal meetings and reviews. Meetings and reviews shall be scheduled throughout the academic year, in order to discuss the statement, or discuss the review process. In cases of activity or events that would lead to actions by an organization unsupportive of the statement, the committee shall meet and review. Regular members hear, discuss, and decide on all matters relevant to the statement and are voting members.
- Ex-officio members of the committee attend all meetings and reviews and are responsible for representing the best interests of their specific constituencies. Ex-officio members provide a report of council activity at each committee meeting, except in the case of an appeals committee meeting. Ex-officio members may fully participate in any matters of discussion relevant to the statement, but are silent participants during an appeal of an organization review, and are not voting members.
